If you start spawning in items this early you might as well just give yourself all the best gear. The time from basic to expert tools is like 40+ hours. If you're on the GAMMA discord you can type !debug and it will tell you step by step how to enable them. I played loads yesterday and all day today. Already found 4 sets of expert tools, and 2 of advanced tools, but no basic tools. So I have money but I can't upgrade my gear, this nerfs my build, cos some suits are useless without the upgrades. Any advice, besides "keep looking"? Most of them i gived to technicians in hope getting stash coordinates but i gave up after 30 or even 40 stashes.
